Action Alert: Affordable Care Act and Section 2706

Time to take ACTION NOW to support the Integrative Health Policy Consortium’s efforts and vision

“for the day when emergency rooms, public health clinics, and all health facilities funded by the government and the private sector will be staffed not with just doctors, nurses, nurse practitioners, conventional providers, and technicians, but also acupuncturists, chiropractors, massage therapists, midwives, and other integrative health professionals.” 

13 years ago, our healthcare system made a huge pivot and they called it The Affordable Care Act. It’s not a perfect act and it’s not affordable but within those many pages is a golden nugget. Section 2706 to be exact.

What is Section 2706, why is it important and the subject of this ACTION. 

‘SEC. 2706. NON-DISCRIMINATION IN HEALTH CARE. ‘‘(a) PROVIDERS.—A group health plan and a health insurance issuer offering group or individual health insurance coverage shall not discriminate with respect to participation under the plan or coverage against any health care provider who is acting within the scope of that provider’s license or certification under applicable State law. This section shall not require that a group health plan or health insurance issuer contract with any health care provider willing to abide by the terms and conditions for participation established by the plan or issuer. Nothing in this section shall be construed as preventing a group health plan, a health insurance issuer, or the Secretary from establishing varying reimbursement rates based on quality or performance measures. ‘‘(b) INDIVIDUALS.—The provisions of section 1558 of the Patient Protection and Affordable Care Act (relating to non-discrimination) shall apply with respect to a group health plan or health insurance issuer offering group or individual health insurance coverage

This section is so important because it specifically zeros in on Provider and Individual discrimination and opens the door to true integrative methods allowing us to decide the best avenue to health and wellness! 

While the Affordable Care Act and Section 2706 main focus is the private sector insurance industry, the Integrative Health Policy Consortium is refocusing their efforts with our Representative in the current 118th Congressional session integrating the spirit of this law throughout the entire health care system.
